With respect to business responsibilities regarding childrens rights, the UN Committee on the Rights of the Child has maintained that duties and responsibilities to respect the rights of children extend in practice beyond the State and State-controlled services and institutions and apply to private actors and business enterprises, and that all businesses must meet their responsibilities regarding childrens rights and States must ensure they do so.[241] The committee has also noted that voluntary actions of corporate responsibility by business enterprises, such as social investments, advocacy and public policy engagement, voluntary codes of conduct, philanthropy, and other collective actions, can advance childrens rights, but that these actions are not a substitute for State action and regulation of businesses or for businesses to comply with their responsibilities to respect childrens rights.[242] The Childrens Rights and Business Principles, developed by United Nations Children's Fund (UNICEF), the UN Global Compact, and Save the Children, and launched in March 2012, encourage businesses to contribute to the elimination of child labor in all business activities and business relationships
