Research has shown that people have trouble quitting for many reasons: people switch to modified brands instead, cigarettes are extremely addictive (this is hard to overstate), former smokers relapse, they lack assistance in quitting, they are afraid of weight gain, and the lack of increase in the cost of cigarettes removes a financial motivation to quit (since more expensive cigarettes would encourage or oblige some smokers to quit)
