"ELIMA" at top and "ISLANDS" at bottom, with "DALA" in the lower tablet a handsome and scarce 19th century Hawaiian fiscal. The interesting detail: Scott R4 is cataloged as rouletted, but this example is clearly perforated on all four sides, with clean, uniform round hole perfs.
